Then attorneys had to not only make sure the debtors followed through in taking their classes, but they then had to wait days, if not weeks, to get a paper certificate. In some instances this delay prevented debtors from filing cases in time to save a house from foreclosure.

Once the attorney received the paper certificate, he then needed to scan it. And once scanned, he'd have to know how to convert it to a pdf format with the correct resolution for court purposes. (For most attorneys this required a full version of Adobe Acrobat if the scanner did not come bundled with a free pdf converter). Since the date of filing is often weeks after the certificate is issued, the attorney also had to remember where he had stored the pdf so that it could be uploaded to the court, sometimes weeks later, when the actual filing took place. In addition, he had to transcribe all the data from the Debtor Education Certificate onto the Official Form 23 before it could be filed.
